Energy and Climate Policy are prominent areas for cooperation among BSEC member states, especially in the context of the security of the EU energy supply as well as emerging regional energy and emission markets.
Related to this, one (1) seminar covering energy and climate policy issues was organized at the KEPA premises, in Athens - Greece, during October 2007. The seminar lasted three (3) days with five (5) hours of lessons each.
Syllabus
The proposed syllabus of the seminar included:
- regional importance issues (energy market integration; optimization of routes inside the EU-Caspian energy corridors;)
- EU energy policy issues (energy market development; energy supply and costs;)
- systematic presentation of methods and tools involved in socio-economic studies;(model analysis;decision and policy making tools;)
- simulation of environmental impact caused by oil and gas pipeline and marine transportation;
- strategic energy planning ( bottom-up evaluation of sectoral energy intensities and assessment of energy efficiency improvement potentials; factorization of changes in energy and environmental indicators and identification of factors relevant to strategic energy planning; evaluation of energy-economy-environment interactions for strategic planning and sustainable policy development;
- EU climate policy issues (Emission Trading Schemes, Procedures for Joint Implementation; Clean Development Mechanism projects; Methodologies for baselines)
The aforementioned content and topics of the seminar on energy and climate policy were indicative and under an initial planning of the seminar.
After completion of the seminar, the delegates were asked to comment the e-Class facility so as to draw conclusions on its functionality.
The e-Class platform at the Seminar
The e-Class platform is an integrated system of electronic organization, storage and presentation of digital educational material. It is designed to support the learning process, offering to the participants a dynamic, interactive environment free of the restrictive factors of space and time that are present in traditional teaching. E-Class incorporates features for both synchronous and asynchronous e-learning applications and consists an approach to facilitate and enhance learning through the use of devices based on both computer and communications technology.
The usual approach, in case of synchronous applications, is to gather all trainees in a classroom and have the instructor conduct the course from literally anywhere in the world. In case of asynchronous applications, courses are tailored to specific needs or according to predefined standards and can be reproduced as-is to any suitable audience.
